All individuals, both residents and visitors, arriving from out-of-state to Hawaii are still subject to a mandatory 10-day self-quarantine.
The Pre-Travel Testing Program began on October 15. Effective November 24, 2020 travelers wishing to bypass the 10-day mandatory quarantine must have their COVID-19 test results – from a trusted testing partner – prior to departure for the State of Hawaii.
If test results are not available before boarding the final leg of the trip, the traveler must quarantine for 10 days or the length of the stay, whichever is shorter.
As set forth in Exhibit B of the 13th emergency proclamation, a “state approved COVID-19 test” means a test to determine the presence of active COVID-19 infection that has been approved for use under these rules by the Hawaii Department of Health (DOH). Currently approved is the processing by laboratories that are licensed or certified by Clinical Laboratories Improvement Amendments (CLIA) of specimens for nucleic acid amplification testing approved or authorized by the United States Food and Drug Administration, pursuant to an Emergency Use Authorization or other authorization for COVID-19 testing. United Airlines and Alaska Airlines are both offering pre-travel testing. Please check with each airline for additional details.
Gov. Ige also announced that beginning in mid-December, travelers flying from Canada to Hawaii may bypass the state’s mandatory 10-day quarantine if they take a COVID-19 test from labs identified by Air Canada and WestJet. The test must be taken within 72 hours of travel to the State of Hawaii, and a negative test result must be received prior to departure. Travelers without proof of a negative test result prior to boarding their flight to Hawaii will be required to self-quarantine for 10-days or the length of stay, whichever is shorter. Travelers will not be able to avoid the 10-day quarantine even if they receive a post-departure negative test. Persons entering the state and wishing to take advantage of the state’s pre-travel testing negative test exception must ensure that the test result is on a DOH approved form.
Air Canada and WestJet will be identifying testing entities in Canada, with the Hawaii State Department of Health’s approval, for purposes of the pre-testing program. Canadian residents should look to these Canadian-based carriers for the testing options in their country:
Air Canada: https://www.aircanada.com/ca/en/aco/home.html#/
WestJet: https://www.westjet.com/en-ca/travel-info/covid-testing
Travelers also will have their temperatures checked upon arrival and must fill out a travel and health form.
